(Auburn, CA) – The Unity Care Group, a youth and family development agency providing housing and supportive services to transitional age foster youth, announces Pamela (Pam) Carter as the Regional Director, NorCal. She will be charged with providing administrative oversight for housing and community-based services in Placer and El Dorado counties, including managing the Independent Living Program (ILP), Transitional Housing Programs, and Transition to Independent Living Program (TIP).
Pamela is a dynamic human services leader with over twenty (20) years of proven experience in the region. She has managed multiple human services organizations, including two county Health and Human Services Agencies (HHSA). As an HHSA program manager for the County of El Dorado, Pam oversaw multiple programs, including the Foster Care program, where she led the county’s implementation of the statewide Continuum of Care Reform initiative and the Foster Parent Recruitment and Retention System. She also represented the county on the state Transitional Age Youth committee.

Pam holds an MA in marriage and family counseling from the University of Phoenix and a BA in psychology from the University of Pacific.
